size=4>印度人很“自由”，气候条件好，可耕地多。每年饿死人的比例不比朝鲜少多少。</FONT></STRONG></P> 看他们 的自由 也没见得就好那里 去。 印度：穷人的天堂 <br>穷人的天堂”并不是说印度到处都是穷人，而是说印度是一个连穷人都能够有尊严地正常生活的地方。不仅印度政府的行政成本非常低，而且印度的国民大 都有社会保障。这里有较为充分的就业率，年轻人有很多方面的发展途径和发展机会，所有城市的公共设施都以人为本，首先考虑穷人的福利，考虑穷人的承受能力。用高战的话说：“印度是穷人的天堂，但不是富人的地狱，它是一个富人和穷人和谐相处的国度，虽然表面上看并没有那么多楼堂馆所之类的形象工程。” <br> 我印象最深的是孟买火车站附近。在那里，没人管的流浪狗在候车室睡觉，不回家的牛在马路上四处游荡，火车站既熙熙攘攘又秩序 井然，很少看到警察的身影。所有人都自觉自愿地排队买票，车站里绝对没有专为离休干部、人大代表、军人、记者甚至学生准备的特殊窗口。<br> 刚到孟买还没有下飞机，我们就发现孟买机场几乎是建在贫民窟中间，脏乱而无序。在孟买街头，贫民窟和穷人比比皆是，这里的环境确实很差。掀开一 个帘子，你会发现五六个人坐在一个席子上，五六平方的地方住着一家人。但是人家的房子再破，也有自来水。条件再差，也有自己的社区互助组织和教堂。社区内设有广播喇叭，贫民窟的贫民可以得到各种社会帮助。印度的城市不仅对贫民来者不拒，对愿意帮助贫民的人更是敞开大门。以穷人为服务对象的德兰修女被尊为 “圣者”、“贫民的光与盐”。我们一行十多人穿梭在贫民窟中，处处都是友善的眼光。在中国做这样的好事可不容易，不信你去河南的艾滋村，去北京西站的上访村试试？更别提外国人进艾滋村和上访村了。 <br> 我还问过印度的官员，印度有没有那么多卷款逃到国外的政府官员？他们说没有。在中国，贪官污吏是“动辄敛财千万、二奶三奶不断、携款外逃常见”。前 不久中央党校的教授调查研究的结论是：中国在基本民生方面的投入占GDP比例之低居全世界第一，比非洲贫困国家还低，中国的政府官员拿走的实在太多了，这样做怎么能够让穷人和官员和谐相处呢？！国内现在都说穷人仇富、仇官，为什么？因为他们感到自己被严重剥夺。 印度的贫民即使一无所有，手里还有一张选票。印度宪法规定：“一切公民均享受在印度领土内自由迁徙，在任何地方居住和定居的权利。”农民只要进 城找到工作，其日常生活、子女教育都和当地人一样。更让人惊叹的是，农民只要满18岁居住满5年，就可以申请一张新的选民证，在政治上融入当地社会。相对于基础设施而言，印度政府更倾向于用纳税人的钱去搞社会福利、去把有限的经费公平地配置到本国公民最需要的地方。如果社会福利搞不好，穷人是可以把自己不满意的政府官员赶下台的。印度拥有10亿人口，仅注册的选民就达6.7亿，号称“世界最大的民主国家”，全民选举在印度已经进行了14次。在竞选的时候，各政党的候选人都会去贫民窟，他们承诺给装自来水、清理垃圾、建造医院等等。我问贫民窟的一个人，这些承诺会不会是骗人的。他说，相信从长远来看总会有改变的，不会完全说假话的，为了这次的选票，也为了下次继续当选，他们会实行的。 <br> <br> 民众拥有表达自己心声和维护自身利益的权利，人手一张选票，加上新闻媒体的独立监督，哪届政府还敢肆意妄为？各级官员岂敢贪财自肥草菅人命？像我们 的什么药监局长、统计局长腐败十多年才被发现，医院拒收农民工致死，城管打死小贩等等，这些事情我在印度是绝对没有听说过的。 <br> 印度的很多服务业为贫民考虑的。举个难忘的例子吧，在孟买道路上到处行驶着简陋的出租车，我问一位印度人：一辆出租车营运政府要收多少钱？他们 听不明白。我们都知道在国内，大城市的主租车营运被很多公司垄断，营运证费用高得出奇，没钱的农民哪敢问津。我解释半天那位印度人回答是，“如果贫民没钱买出租车，可以向政府申请贷款，车的价格也很便宜”。其实我们只要细心观察他们出租车的外观，就会判断出政府的管理方式了，出租车的车牌看上去像是一个小螺丝扭上的塑料牌，汽车挡风玻璃上没有贴什么缴费标志，里程计价表是那种安装在车外面的简陋机械表。这些低成本的管理和服务以及几乎敞开的大量就业门槛，让进城贫民能够很快融入城市社会。 印度宪法规定，所有国民都享有免费医疗。为此，印度在全国建立了2.2万个初级医疗中心，1.1万个医院，2.7万个诊疗所和2000多个社区 医疗中心，形成了一个覆盖面比较广的医疗网络。这些政府医院对所有病人敞开大门，从挂号、手术到药品一律免费。印度鼓励私有经济实体的发展，这样私立医院有很大的发展空间。这种公立私立医院并存的现象使得印度的富人和穷人病患者各有所依，相安无事。一位在政府医院工作的医生对记者说，政府医院尽管存在资金短缺、管理不善和条件较差等不足，但它们对社会的稳定起着重要的作用，因此政府宁愿背着巨额的财政负担也要维持这些医院的运转。政府医院在满足百姓基本医疗需求方面起着十分重要的作用，同时对维护社会稳定也有着不可替代的作用。一位报业人士开玩笑说，如果想让政府即刻垮台，最好的办法是让人宣布取消这个已被印度人视为与生俱来的免费医疗权利的消息。 <br> 印度政府在教育上投入很高，最近承诺未来几年将把教育投入提升到GDP的6%（中国的不足GDP的3%）。印度的高等教育规模在世界上名列第 三，高校和政府一样善于理财，而不是热衷于创名校、建形象工程去争“世界一流”。但一样像西方的著名大学一样。培养出了像诺贝尔奖得主阿马蒂亚•森这样的世界知名人物。然而高等教育是穷人也都上得起的，印度知名学府尼赫鲁大学每学期的学费仅为200卢比即不到5美元，义务教育更是完全免费的。<br><br> <br> <TABLE width="98%" border=0><TBODY><TR><TD </NOSCRIPT><STRONG></STRONG></FONT></TD></TR></TBODY></TABLE><FONT size=4><STRONG> 去印度前，朋友告诉我：印度是个不去很遗憾、去过更遗憾的地方。到印度后方知，这说法源于对印度的理想与现实，尤其是贫富差距之大的强烈比照。 </STRONG></FONT><P><FONT size=4><STRONG> 在印度任何地方，都可以看到穷人。车子一停，立即就有讨饭的孩子围拢上来，你可以发善心，但结果一定是走不脱，欲罢不能，会有更多的孩子向你伸出期盼的手。与国内的某些“职业乞讨”不同，他们真的是要讨口饭吃，食品、水什么都行，当然，钞票更受欢迎。在首都新德里的中央大街上，任何地方都有乞讨者；使馆区附近的大街两旁，有无数的用破旧雨布搭成的小帐篷，妇女们在路边做饭，大一点的孩子们在路边乞讨，小一点的孩子则赤裸着身子坐在泥土上……城里所有的河水都是黑色的，两旁是一眼望不到头儿的贫民窟，垃圾满地，脏水横流，人们熟视无睹地随意坐着。</STRONG></FONT></P><P><FONT size=4><STRONG> 孟买在印度人眼中是财富的聚集地，自然也是富人的天堂。作为殖民地时代的遗产，这里有许多印度风格的建筑，其中孟买火车站和高等法院依然壮观无比。在这里，你可以看到很多富裕的印度人，他们有教养，衣着得体，开着各色的进口轿车，与印度国产的出租车和三轮车混杂在一起，成为印度一道独特的景观。在孟买五星级的泰姬·玛哈饭店前，富人们进进出出，贫穷的妇女则抱着刚刚出生的婴儿用期盼的眼光在乞讨。尽管我在中国也常常看到乞讨者，尽管我早对印度的贫富差距之大有所耳闻，但依然为眼前的现实所震撼。 </STRONG></FONT></P><P><FONT size=4><STRONG> 仔细观察印度的穷人，有两个特点更使中国人感到惊讶。一是他们的自然、淳朴和乐观；二是他们虽然穷，却有自己不被打扰的空间。</STRONG></FONT></P><P><FONT size=4><STRONG> 由于受到宗教的影响，印度人有两个显著特点：一方面，他们信奉万物有灵，再穷困潦倒和饥饿也不会杀生，所有的动物都与他们和平共处。所以，印度的鸟儿是不怕人类的，野生动物也不会被捕去吃掉。虽然印度的河水污染严重，但除此之外，生灵之间的和谐在今天的中国难以见到。另一方面，由于种姓制度被长时期宗教化，养成了印度人包容、天性乐观与温和的性格。在低种姓的穷人看来，富人之所以成为富人，自己之所以成为穷人，是各自在前世的修行不同所致，因而必须在自己现在的位置上苦于修行，转世方可幸福。这种性格很大程度上泯灭了印度人的进取意识，但却形成了一种非常稳定的社会结构，不仅促进了职业和手艺的专业化发展，并维持了分工和相互依存的交易，而且从社会稳定的角度来看，穷人不妒忌富人，也少有杀富济贫的意识与观念。事实上，印度历史上像中国那样壮烈的大规模农民起义几乎从未出现过，历史上的改朝换代几乎都由来自西北方向的异族入侵所致。同中国相比，种姓之间的和谐与合作而不是阶级斗争，是印度历史发展的主流或“动力”。</STRONG></FONT></P><P><FONT size=4><STRONG> 当然，这从一个侧面也反映了因受文化传统与体制的限制，印度政府的许多政策未能得到实施，比如各地政府也曾多次下决心要清理贫民窟，整顿市容，但效果都不佳。由于少有强制拆迁贫民窟的情况，穷人的生活自然也就很少受到干扰，少有变化，自得其乐。▲</STRONG></FONT></P><P><FONT size=4><STRONG> 在印度，究竟什么是穷人，究竟有多少穷人？印度外交部新闻发言人加塞尔先生说，全国大概有6～7亿穷人，其中有2．5亿人生活在最低贫困线以下。按照印度政府的标准，每天收入不足10个卢比者（约2元人民币），即处在贫困线以下。我到印度之后，不仅看到了印度富人真富，富得可谓“流油”，穷人真穷，穷得只能“滴血”，而且还看到了我从未想到过的现象：穷人整体上安分守己，再穷也并不怎么思变，更少有人因为穷而铤而走险。</STRONG></FONT></P><P><FONT size=4><STRONG> 走在印度新德里、孟买等各大城市街头，穷人比比皆是，贫民窟总是让人难以回避。其实，还有不少人实在太穷，连贫民窟这样的栖身之地都没有，只能睡在大街上。</STRONG></FONT></P><P><FONT size=4><STRONG> 印度穷人整体上生活成本低同印度的国情有关系，也就是说，国情决定了穷人生活成本不高。一是吃的成本很低。印度人吃饭是用手抓饭，筷子、勺子等都不需要。此外，印度人半数以上不吃荤，穷人的饮食结构中不包括鸡鸭鱼肉非常正常，绝大多数富人也从不开荤。二是穿的成本很低。印度天气炎热，特别是在印度的南部一年四季穿件短衣短裤就够了。印度男人本来就流行用一块布裹在下身，就算是穿裤子了，国父甘地就喜欢这样。所以，对穷人来说，缝衣钱、鞋钱、袜子钱等，统统可以省去。三是住的成本很低。不少印度人就睡在大街上、操场上、过道上，只需一块布、一张纸铺在地上，甚至连布或纸都可以不要，蚊帐钱、被褥钱、照明钱、取暖钱等都可以省去。四是其他方面的成本很低。例如，在孟买，用水免费，游览公立的博物馆、公园，到公立医院看病等，都不用掏钱，或基本免费。</STRONG></FONT></P><P><FONT size=4><STRONG> 我曾探访过孟买等地的贫民窟。在仿佛无边无际、望不到头的贫民区里，挤满了一排排低矮的用泥坯、破布、烂席、塑料搭起的破房，里面大都空空荡荡。相比这些颇具规模的贫民窟，那些散居在马路旁、荒丘上、野地里，甚至在废弃的破车厢、旧水泥管道内的贫民更是“家徒四壁”。</STRONG></FONT></P><P><FONT size=4><STRONG> 让我感到奇怪的是，印度穷人尽管再穷，一般也只是怨前世造了孽，很少会把怨气发到富人身上，他们整体上没有嫉富、仇富的“红眼病”，更没有杀富济贫的造反意识。印度人相信因果报应、业报轮回的宗教思想，害怕做了坏事会遭报应，因而只希望神保佑他们从苦海中解脱。正因为如此，印度贫富之间基本上能相安无事，和平共处。我来印度几年时间，亲眼所见，印度穷人，包括乞丐，虽然也听说过有的有时难免贪小便宜，顺手牵羊，小偷小摸，但绝大部分人即使再穷，一般也不会去偷盗抢劫，穷人报复富人者，鲜有所闻。</STRONG></FONT></P><P><FONT size=4><STRONG> 印度乞丐很多，却极少抢劫。游览各地的庙宇名胜，游客一律要把鞋子脱了放在大门口，但不论是什么样的名牌鞋，放在那里也绝不会丢失。中国总领事馆的各种车辆，多年来晚上就停在大街上，从来没丢过。2004年元月，国内一家新闻单位的记者结伴到孟买印度门参观时，随身带了1个照相机，离开时竟然忘在那儿了。记者们往回走的路上，后边一个稚气未除的乞丐一面紧紧跟着，一面高声大叫。记者们以为是追上来要钱，仔细一听，原来他说的是：“先生，您的照相机！”并把相机送到记者手上。</STRONG></FONT></P><P><FONT size=4><STRONG> 在印度，富人即使再富，也都觉得很有安全感。我所认识的印度富豪们，也没有被抢，被偷的，更没听说被杀的。偷、抢、骗，甚至杀人越货的事，在印度有，但相对其他同类的国家来说确实不多。在印度，社会贫富悬殊到了极致，但穷人富人竟能井水不犯河水，截然分明，彼此相安无事，这确实值得我们思考。</STRONG></FONT></P><P><FONT size=4><STRONG>
