WORD-SPACING: 0px; TEXT-INDENT: 0px; LINE-HEIGHT: 150%"><FONT style="WORD-BREAK: break-all; LINE-HEIGHT: 150%" color=#000000>　　漠河资源丰富，尤以森林、矿产、旅游、珍稀动植物资源闻名于世。全县林地面积16281平方公里，木材总蓄积量14647万立方米，主要树种有樟子松、落叶松、白桦、杨树、柳树、 云杉等；矿产资源有黄金、煤炭、石灰石、石墨、膨润土、大理石、汞、黄铁、水晶等，其中黄金、煤炭开采已形成规模，特别是黄金开采已有百余年的历史，曾被慈禧定为“胭脂沟”。旅游资源得天独厚，所辖北极村是我国唯一可观赏到北极光和极昼现象的地方。村内有“中国最北一家”、“北陲哨兵”碑、“神州北极”碑、望江楼等旅游景点。每年夏至，县政府都要在此举办盛大活动，吸引了大批国内外游客。中俄界河——黑龙江源于漠河，江水晶莹，曲折而下，两岸风光绚丽，景色秀美，境内原始森林繁茂葱郁，可探险、狩猎、篝火野宿。“胭脂沟”、“古黄金之路”充满历史的神秘，雅克萨古战场等明、清、民国时期的古迹遗址景点众多，随处可见。近年又开通了对俄过境游，为漠河旅游事业插上了飞向世界的翅膀。野生动物资源种类繁多，有马鹿、驯鹿、梅花鹿、棕熊、紫貂、飞龙、野鸡、梆鸡、野猪、獐、狍子、雪兔等珍禽异兽四百余种。黑龙江冷水鱼更是享誉海内外。这里的绿色植物天然、名贵、无污染，牙格达（红豆）、都柿、草莓、山葡萄、山丁子是酿酒和调制纯绿色饮品的最佳原料；猴头、木耳、蘑菇、蕨菜、金针菜等遍布群山峻岭，另有名贵草药三百余种。</FONT> <br><P style="MARGIN: 0px; WORD-SPACING: 0px; TEXT-INDENT: 0px; LINE-HEIGHT: 150%"><FONT style="WORD-BREAK: break-all; LINE-HEIGHT: 150%" color=#000000>　</FONT> 一、清末时期境域 <BR>　　1909年(宣统元年),始置总卡衙门,衙署驻于漠河。总卡衙门负责漠河一代地方政治、军事、经济、文化、税收、民事和涉外事务等职责。据瑷珲副都统姚福升于1906年（光绪三十二年）勘定，漠河总卡所辖８处卡伦，为设治基础。西到洛古河卡伦以上８公里的额尔纳河口，下至呼玛尔总卡所属依西肯卡伦分界，东西长约350余公里。南以伊勒阿林山（金伊勒呼里山）山脊线与嫩江县分界；北到黑龙江中游与俄罗斯国隔江相望，南北宽220公里。辖区总面积15.8万方里，合3.95万平方公里。 <br><P style="MARGIN: -4px 0px; WORD-SPACING: 0px; TEXT-INDENT: 0px; LINE-HEIGHT: 150%"><BR>　　二、民国时期境域 <BR>　　据中国第二历史档案馆存（民国元年７月４日）《黑河道及沿边各署局、卡暂行办事权限》载：漠河总卡在民国之初区域无变，"呼玛厅改设治局，现辖区域，暂依拟设呼玛、漠河两厅属境为界，呼玛内之呼玛尔河总卡官，因呼玛现设治即行裁撤。""唯漠河总卡（官）距呼玛甚远，暂仍设立，并管所辖各分卡，仍归呼玛设治局节制。"1912年（民国２年）冬，因呼伦贝尔蒙古独立，珠尔干河总卡官赵春芳组织汉军二营，占据吉拉林，与叛蒙拼死抵抗。呼伦蒙古独立后，唯珠尔干河总卡辖地不服叛乱。之后，黑龙江督军命令赵春芳率兵退守漠河，并决定将珠尔干河总卡并入漠河总卡。1914年（民国３年）初，珠尔干河总卡辖地与漠河总卡辖地完全合并后，于同年５月间成立漠河设治局，其辖境范围包括珠尔干河总卡并入辖地６.２万方里，合1.55万平方公里。辖境四至：东部以安罗卡辖界与呼玛的依西肯卡辖界接壤，西部经额尔古纳河与俄罗斯的后贝加尔州为界，东西长435公里，南至伊勒呼里阿林山与嫩江县毗邻，北至黑龙江主航道水中流与俄罗斯国的阿穆尔州以水为界，南北宽约375公里。据1914年（民国3年），黑河道尹调查，漠河设治局辖境总面积为22万方里，合5.5万平方公里，相当于今天漠河县总面积的３倍多。 <BR>　　1917年（民国6年）1月26日，漠河县成立，县辖区域与设治局区域相同，又据1928年（民国17年）漠河县公署内务调查统计，漠河县总面积为30.36万方里，合7.59万平方公里。1929年（民国18年）欧浦设治建县。将漠河东北部划规欧浦县，漠河区域变化为：东至马伦与欧浦、呼玛县接壤，西至额尔古纳河，与苏联后贝尔加州为界，东西宽345公里；南至伊勒呼里山，与嫩江县和以牛耳河与呼伦贝尔的一部分为界，北至黑龙江主航道中心线与俄国阿穆尔州为界，南北宽375公里。 <BR>　　 <br><P style="MARGIN: -4px 0px; WORD-SPACING: 0px; TEXT-INDENT: 0px; LINE-HEIGHT: 150%">　　三、伪满时期境域 <BR>　　1934年（伪康德元年）漠河沦陷为日本殖民主义统治，伪漠河县管辖范围仍沿袭民国时期的区域。同年，伪满洲国中央改行帝制，实行地方行政机构改革。将东北三省划为14省管辖，漠河县隶属伪黑河省。据伪黑河省总务厅于1935年（伪康德２年）10月调查，漠河县总面积为433150平方米，和32638.7平方公里。 <br><P style="MARGIN-TOP: -4px; MARGIN-BOTTOM: -4px">　　1939年（伪康６年）６月，又将兴安北省北部划归漠河县管辖。其四至：东与欧浦、呼玛两县接壤，南与兴安北省交界，西南、西部与室韦、奇乾两县毗邻，西北和北部隔水与苏联赤塔、阿木尔两洲相望。 <br><P style="MARGIN-TOP: -4px; MARGIN-BOTTOM: -4px"><BR>　　四、解放时期境域 <BR>　　1947年３月，漠河县解放。人民解放军某部三旅领导漠河人民成立民主政府，接管全县。同年６月，黑河专署专员许烈到漠河视察，并率领章文坦、谢宝斋２人带工作队正式接收漠河，成立"建联会"，一切权力归建联会。 <BR>　　1948年1月，因西部斯大辽克相距漠河太远，交通困难，不便领导，黑河专署派建联会主任谢宝斋到内蒙古协商化界，将斯大辽克以西划给内蒙古管辖，划定洛古河以上第一号航标灯为内蒙和黑龙江省的分界点，同时成为漠河西部的分界线。 <BR>　　五、现行境域 <BR>　　1981年5月14日，经国务院批准设立塔河、漠河两县，其辖区域东以塔河县为邻，西与内蒙古的额尔古纳旗为界，南和内蒙古额尔古纳左旗、大兴安岭地区呼中区之一部接壤，北隔黑龙江主航道中心线与苏联赤塔、阿木尔两洲相望。 <BR>　　上至额尔古纳河口，下至谢尼康河口，沿黑龙江边界线长245公里，南北宽150公里，总面积18233平方公里，占大兴安岭地区总面积的21.6%,占全省总面积的3.9％，人口密度为每平方公里4.7人。面积是黑龙江省最大的县份，人口密度是全省最低的县份之一。 <BR>　　&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<B><FONT color=#ff0000>&nbsp;&nbsp;&nbsp;</FONT></B> <br><P style="MARGIN-TOP: -4px; WORD-SPACING: 10px; TEXT-INDENT: 0px; LINE-HEIGHT: 200%">　漠河县年平均气温在－5.5℃&nbsp;。各月平均气温在0℃&nbsp;以下的月份长达8个月之久。气温年较差为49.3℃&nbsp;。平均无霜期为86.2天。年平均降水量为460.8毫米，全年降水量70%以上集中在7月份。5～6月份为旱季，7～8月份为汛期。太阳辐射总量年平均为96～107千卡每平方厘米，日照时数为2377～2625小时。≥10℃;的积温为1436～2062℃;。 <br><P style="MARGIN: 16px 0px; WORD-SPACING: 10px; TEXT-INDENT: 0px; LINE-HEIGHT: 200%">　漠河县年平均气温在－5.5℃&nbsp;。各月平均气温在0℃&nbsp;以下的月份长达8个月之久。气温年较差为49.3℃&nbsp;。平均无霜期为86.2天。年平均降水量为460.8毫米，全年降水量70%以上集中在7月份。5～6月份为旱季，7～8月份为汛期。太阳辐射总量年平均为96～107千卡每平方厘米，日照时数为2377～2625小时。≥10℃;的积温为1436～2062℃;。 <br><P style="MARGIN: 16px 0px;
